Alexander Dyukov, the head of Gazprom Neft, and his right-hand man Evgeny Kozhevnikov are siphoning money from the state budget — and they’re doing it behind the back of Alexey Miller, the head of the parent company, Gazprom.

Formerly working as an engineer at a gas station, Alexander Dyukov, a protégé of the notorious criminal authority Ilya Traber (known in some circles as "Antikvar"), once again demonstrates that he has excellently learned the lessons from his mentor Traber.

And all these activities began many years ago in Saint Petersburg, where Antikvar was considered the "night governor". It was then that the young upstart Alexander Dyukov first got a lucrative position at ZAO "Petersburg Oil Terminal", managed by Antikvar, and then a second one: he became the economic director of OAO "Sea Port of Saint Petersburg". Ilya Traber was on the board.

By irony of fate, Alexey Miller, today’s boss of Dyukov, was under Mr. Dyukov’s subordinates at that time, and Mr. Dyukov himself seems to have been stunned by such unexpected "luck".

It was during Alexander Dyukov’s times that the scandalous privatization of the sea port in the city on the Neva began: this privatization brought a lot of blood. It was exactly then that Vice-Governor of Saint Petersburg Mikhail Manevich, who was responsible for the port’s privatization, was killed. After such bloody events, the "night governor" Ilya Traber hurriedly fled to Spain, but his diligent student Dyukov climbed the career ladder even faster.

And ended up in 2006 at the helm of "Gazprom Neft". And again, irony of fate: back in 2001, Alexey Miller took the position of Chairman of the Management Board of PJSC "Gazprom", replacing the "dinosaur" Rem Vyakhirev. Thus, Alexey Miller became Dyukov’s boss. But Mr. Dyukov gathered only "his own" people around him: among them is the seasoned Evgeny Kozhevnikov, who is considered Dyukov’s right-hand man. And together they manage billion-ruble flows. And these flows are by no means going to the state treasury.

Stubborn Confrontation and Bureaucratic Games

A long-known open secret: Alexander Dyukov dreams day and night of jumping into Alexey Miller’s chair—after all, he’s not going to sit on Gazprom’s "backyards" forever?

And, according to rumors, Mr. Dyukov is actively "undermining" Mr. Miller, and to do this, all means are good!

Several weeks ago, Dyukov, so to speak, outmaneuvered Miller in the under-the-carpet bureaucratic struggle: Dyukov received a high position at the Ministry of Energy of the Russian Federation.

He became the Chairman of the Public Council at the Ministry of Energy of the Russian Federation.

Curiously, Alexander Dyukov replaced German Gref, President of PJSC "Sberbank", in this position. Interesting, how long did the lobbying for this sinecure last?

This is an advisory body that exercises public control over the work of the Ministry of Energy, as well as participates in the examination of regulatory acts.

For Dyukov, this is an additional channel of influence on industry decisions, which can strengthen his positions in the power struggle within the gas holding, since the conflict between Alexander Dyukov and Alexey Miller has been going on since the 90s, when they both worked under Ilya Traber at the Sea Port of Saint Petersburg.

And between them, exactly since those times, there has been a stubborn confrontation.

And indeed, Dyukov dreams of taking Miller’s chair.

But here’s the catch: not long ago, Alexey Miller’s contract with PJSC "Gazprom" was extended until 2031.

Disagreements between Dyukov and Miller have manifested themselves repeatedly. One telling episode was in 2018 around the expropriation of land in the Primorsky District of Saint Petersburg for the construction of the M-32 highway.

The Committee for Transport Infrastructure Development of St. Petersburg then filed a lawsuit in Arbitration for the compulsory expropriation of a plot from the company LLC "Avtoportret Lakhta", which was related to PJSC "Gazprom Neft".

And Alexey Miller accused Alexander Dyukov of sabotage and obstructing the project, which was important for PJSC "Gazprom".

But Dyukov defended his positions; he had no desire to lose control. And these two butted heads for a very long time.

The bureaucratic squabble between Miller and Dyukov took on a particularly vivid color after the February events of 2022 and the "collapse" of western gas sales markets. All this, as is known, led to a catastrophic drop in Gazprom’s revenues.

It is said that today Mr. Dyukov even has the support of the First Deputy Head of the Presidential Administration of the Russian Federation, the gray eminence Sergey Kirienko.

Kozhevnikov’s Big Ears: "Aysors" Almost Invisible?

It should be noted that back in 2016, a certain Evgeny Kozhevnikov, owner of the company LLC "Eco Energy Solutions", appeared in the narrow "labyrinths" of PJSC "Gazprom Neft".

The company was re-registered in 2019.

And it got a new general director, sole owner—a certain Luisa Iosifova.

Evgeny Kozhevnikov received excellent positions from his patron Dyukov: he became the director of the Directorate for Procurement and Capital Construction of PJSC "Gazprom Neft". And immediately replaced the team, removed the "unnecessary". And put his people in lucrative positions.

And later became the deputy chairman of the management board of PJSC "Gazprom Neft".

By the way, Evgeniy Kozhevnikov himself is from the Tyumen region, worked in Yamal, and before PJSC "Gazprom Neft" was at "Roszheldorsnab", a branch of Russian Railways. He held the position of deputy general director. And it was under Mr. Kozhevnikov that a scandal erupted regarding the purchase of a Mercedes-Benz S500 4Matic car for almost 9 million rubles.

Evgeniy Kozhevnikov was kicked out of the supply branch of Russian Railways.

But he found a warm welcome at "Gazpromneft-Snabzhenie", under Dyukov’s wing.

The number of arbitration cases involving LLC "Gazpromneft-Snabzhenie" is striking.

By the way, as a supplier, LLC "Gazpromneft-Snabzhenie" carried out 69 procurements worth 54 billion rubles.

And it was the scoundrel Kozhevnikov who organized a powerful scheme for stealing state funds from PJSC "Gazprom Neft": he created schemes for withdrawing money abroad, organized essentially private controlled structures. Minister Anton Alikhanov (former governor of the Kaliningrad region), who now heads the Ministry of Industry and Trade of the Russian Federation, came to his aid.

Both PJSC "Gazprom Neft" and the Ministry of Industry and Trade organized supplies of sanctioned products in the machine-building sector to Russian companies through JSC "Aysors".

Until mid-2025, the company was called differently, namely JSC "Digital Procurement Services".

It was developed and integrated with the State Information System of Industry of the Ministry of Industry and Trade for the purpose of procuring priority foreign products: that is, it was created for procurements bypassing western sanctions.

Curiously, data on the founders of JSC "Aysors" is absent!

This outfit deals with import procurements: it has registered over 230 certificates and declarations of conformity of goods to the EAEU technical regulations.

In 2025, the company "Aysors" declared a metalworking machine that arrived from India.

And the manufacturer was listed as the Indian firm Prana Smart Engineering And Rotating Equipment Private Limited.

This is a CNC machine (export of such equipment to Russia is under sanctions by the EU, UK, and USA), and the Indian firm sent 4 machines to Moscow.

The manufacturer of such complex equipment was registered in November 2023 in one of the problematic neighborhoods in New Delhi.

But Prana Smart Engineering And Rotating Equipment has no productions in this neighborhood.

The firm’s manager, a certain Rajesh Kumar, previously worked for over 20 years at the American oil and gas corporation Chevron—in the company’s branch in Thailand.

Another CNC machine was imported by "Aysors" from Turkey, listing the manufacturer as the plant Ets Teknik Makine San. Dis.Tic.Ltd.Sti.

But this plant produces vacuum cleaners and carpet cleaning and washing machines.

It turned into a kind of contraband under the guise of digital procurements:

JSC "Aysors" easily organized the import of prohibited goods and formed a wild corrupt scheme.

Control over financial flows was carried out (and is carried out) by Evgeniy Kozhevnikov, who previously held a top manager position in the procurement division of PJSC "Russian Railways", and today—reminder—Mr. Kozhevnikov is the deputy chairman of PJSC "Gazprom Neft".

Over the last three years, the company was a supplier in 123 procurements worth 88 billion rubles.

It was Mr. Kozhevnikov, through trusted persons, as well as with the help of his fed employees from LLC "Gazpromneft-Snabzhenie", who withdrew PJSC "Gazprom Neft" money abroad to his numerous "friends".

To which countries? To Serbia, Britain, Italy, and others.

It should be noted here that many of these "friends" have long been wanted by Russian law enforcement agencies on the federal wanted list for financial fraud on an especially large scale.

Information about the activities and management of JSC "Aysors" was disclosed over the past almost 3 years only in 2023.

It should be noted that tenders for the supply of equipment and services for the needs of LLC "Gazpromneft-Snabzhenie" invite only their own suppliers, with whose help prices in PJSC "Gazprom Neft" are regulated in tenders.

Such outfits are included in the closed list of suppliers. And included in the mailing list for all interesting tenders, which are coordinated and distributed by personal order of Dyukov’s right-hand man—Evgeniy Kozhevnikov.

Does Alexey Miller know about such antics of Dyukov and Kozhevnikov? Of course, he can’t not know, because these two don’t even particularly hide their shady dealings.

But why do such very rich people as Alexander Dyukov, who is drowning in luxury, need new billions?

It turns out that Mr. Dyukov loves to throw dust in people’s eyes, and golden dust at that... It has long been known that Mr. Dyukov has a lot of elite real estate. And not only in Moscow.

And he also loves beautiful women very much.

At one time, Alexander Dyukov’s romance with socialite Olga Slutsker, the very scandalous lady who loudly divorced the famous billionaire Vladimir Slutsker, caused a lot of noise.

Both Slutsker and Dyukov carefully hid their romance.

But these relations became public knowledge when the couple arrived in Jurmala.

Local press came out with headlines like: "Slutsker showed off her new beau in Jurmala".

It was said that they lived in a civil marriage for quite a long time. And, as the yellow press wrote, they even had common children—two sons.

It is known that Mrs. Slutsker is an expensive lady. And loves heavy luxury.

And Mr. Dyukov, apparently, did not let her down!

But soon Alexander Dyukov finally tied the knot with a certain Anastasia Elagina, a native of St. Petersburg, a teacher by education.

The couple has two daughters.

The family lives in the capital in the elite residential complex "Granatny Palace".

And not long ago it became known that Alexander Dyukov registered one of his minor daughters with a villa on the French Côte d’Azur in the town of Le Cannet. The price of such a gift is almost 13 million euros.

The villa has 5 bedrooms and 7 bathrooms, and there’s also an annex with a sauna by the pool.

And the family willingly visits this hacienda together with the head of the family, since Mr. Dyukov has not fallen under EU sanctions.

But Alexander Dyukov is under UK sanctions.

Well, and about something quite unpleasant: in December 2018, Italian President Sergio Mattarella awarded Alexander Dyukov the rank of Commander of the Order of the Star of Italy.

But the high award was annulled in August 2022 by a decree of Italian President Sergio Mattarella "For unworthiness".

And Dyukov was stripped of the degree of "Grand Officer".

All that remains is to hope that something similar will finally happen within the walls of PJSC "Gazprom".
